BIIAB Level 2 Award for Personal Licence Holders (APLH) | Thursday, 09. February 2017

Course Description

Cambridge City Council is accredited with the British Innkeeping Institute Awarding Body (BIIAB) to award the Level 2 Award for Personal Licence Holders (APLH), the market-leading qualification for obtaining a Personal Licence for the retail sale of alcohol.

This one day course will cover everything you need to know to pass the qualifcation's exam and apply for your Personal Licence. Our licensing courses are taught by enforcement officers who are reponsible for the inspection of licensed premises and have achieved the Level 3 Award in Education and Teaching as well as the Institute of Licensing's Professional Licensing Practitioners' Qualficiation.

The course is aimed at supervisors and managers who will be required to authorise the sale of alcohol to other staff members. It is also suitable for existing Personal Licence holders wishing to refresh their knowledge and receive updates on changes to licensing law.

The examination takes place at the end of the training and comprises of 40 multiple choice questions. You will need to answer at least 28 of 40 questions correct in order to pass.

Fast-track Personal Licence applications upon request* (for applicants applying to Cambridge City Council - please ask for further details)

*conditional on the applicant providing all the correct documentation the Council will aim to process the Personal Licence application within 5 working days, subject to staff availability

Candidates are allowed one free re-sit of the examination. Further re-sits will be charged at £20.00.

When making a booking please ensure you enter all your details correctly as the course handbook will be sent to the address given. A charge may be made for the provision of additional handbooks.


Are there any entry requirements?

Whilst there are no formal entry requirements we strongly recommend that individuals wishing to enrol on this course first complete the BIIAB Level 1 Award in Responsible Alcohol Retailing, which Cambridge City Council also offers, or be trained to a similar level.

In addition, you will need a thorough understanding of English and maths. If English is not your first language, we recommend you have achieved Level B2 (vantage or upper intermediate) on the CEFR scale, or an equivalent level.

We are able to offer reasonable adjustments to learners with additional support needs, so please contact us to discuss what support we may be able to offer.

Are there ID requirements or an age limit to enter the event?

Yes you must be 18 or over to take the course. You will also need to bring one of the following to the training course in order to sit the examination:

Signed valid passport (any nationality)

Signed UK paper driving licence

Signed UK photo card driving licence

Valid EU photo identity card

Valid UK firearms licence with photograph

Security Licence issued by the Security Industry Authority (SIA)

ID/Warrant/Pr*son Service card issued by HM Forces, Police, Pr*son Service (must be current and valid)

Proof of Age Standards Scheme (PASS) Card (MUST have PASS hologram on card)

We will be asking for proof of ID at the beginning of the training course and before the examination.

What are my transport/parking options getting to the event?


Regrettably no car parking is available on site.

Limited cycle parking is available on the street in front of our offices on Regent Street. Further cycle parking is available adjacent to John Lewis on Downing Street.


The Citi 1, 3 and 7 services all stop on Regent Street close to the Customer Service Centre.


Cambridge railway station is about a 20 minute walk from the Customer Service Centre. After exiting the station proceed straight along Station Road, turn right at the traffic lights at the T-junction on to Hills Road and then carry on straight across the crossroads by the Catholic Church on to Regent Street. The Customer Service Centre is on the left-hand side of the road opposite the University Arms Hotel.

The Citi 1 and 7 services all connect Cambridge railway station to the city centre.

Is my registration/ticket transferrable?

Yes. A person who is unable to attend may find someone else to substitute for them, but please be aware that no refund will be made to the original applicant.

What happens after I make an order?

You will be sent a confirmation letter together with instructions for the day and a map to the training venue. You will need to complete and send back the learner information and registration forms before the course. A workbook will also be provided to you, which you are required to study to supplement your learning. We aim to send this letter out within 7 working days of receiving your order*. 

Please let us know if you do not recieve the confirmation letter or workbook.

What is the refund policy?

No refunds will be given for cancellations made by the student within 14 days of the start of the course unless evidence of exceptional circumstances is presented.

A full refund of the course booking fee will be given if the cancellation is made by Cambridge City Council.

Please note that the personal data you provide will be shared with BIIAB for the purposes of completing your qualification and BIIAB will store this thereafter for a minimum of 50 years.

Cambridge City Council will retain the personal data you provide for a minimum of 3 years. This is principally in case you lose your qualification certificate and need our assistance in requesting a replacement or proving you completed a course with us.
